Defensible Space Landowner Assistance (LOA)
Protecting Homes Since 2004
The Modoc Fire Safe Council has proudly implemented the Defensible Space Program since its inception in 2004, funded by federal, state, and local grants. Operating under the name Landowner Assistance (LOA), this program helps homeowners in the Wildland‑Urban Interface (WUI) create up to 100 feet of defensible space around their homes (or to the property line) at no cost to qualifying participants.
Defensible space is one of the most effective ways to slow or stop wildfire spread, reduce the risk of loss to life and property, and provide firefighters with a safe buffer during suppression activities. It also gives families valuable extra time to evacuate in an emergency.
Who Qualifies
Homeowners may apply if they meet at least one of the following criteria:
- Elderly (55 or older)
- Disabled
- Low‑income
- U.S. military veteran
What the Program Provides
MFSC’s Defensible Space contractor may perform some or all of the following services:
- Remove vegetation, debris, and other combustible fuels
- Prune and trim trees
- Mow ignitable grasses in the ignition zone
- Rake and remove pine needles
- Clear dry leaves from rain gutters
- Cut down dead or dying trees
- Chip slash piles created during treatment
Program Availability
The LOA program operates annually between May 1 and October 31, depending on funding availability.

If you qualify, complete the Landowner Assistance Program Request Form (available online or as a PDF). Mail the form to the address listed at the top, or call the Modoc Fire Safe Council at (530) 233‑5516 for assistance.
